Theres a definite resemblance in shapes used on Conan's set, but I don't think theres enough evidence to claim that the artist who designed the backdrop ripped it straight from the game. The comparison image of mario graphics appears to be custom designed to match the blue background's shapes. Adding mario-esque details where there was none before (like the pip, or note blocks). It's also entirely possible that it's merely an abstract take on a city landscape.
