I recently finished watching all of Torchwood. I have successfully fought off the urge to slit my wrists after Children of Men and have decided to channel that energy instead into exploring more of Dr. Who.
Last night I watched the first episode of the Eccleston show. It was pretty good, although the tone seemed a little inconsistent. I'm betting that it's just that awkward phase that new shows go through at the beginning of a run though. I must confess that more than anything, I'm looking forward to seeing more of Capitan Jack's beginnings.

While I don't consider myself a diehard Who fan, I'm close. (I've only been with the show since its rebirth with Eccleston and Russel T. Davis)
Eccleston does a good job as the Doctor, and yes there is some of that awkwardness during the start of it and at watching Eccleston as a good guy for once.
My advice to you is brace yourself, because once you hit series 2, you won't want to stop.

Captain Jack 1st appears in episode 1.09, a episode called The Empty Child that is written by Steven Moffat who just took over as Executive Producer from Davis.

EVERY EPISODE has a partner called Doctor Who Confidential that is basically the behind the scenes of the episodes. If you can I highly... HIGHLY recommend watching Doctor Who Confidential along with Doctor Who

Yea, If you are purely watching Netflix you are going to miss out on series 4's Christmas Special, and the Confidentials.

Real life answer is they liked the actress and wanted to use her for a longer running series, i.e. Torchwood. In show, the Gwen you saw with the ghosts is an ancestor of the Gwen of Torchwood.
When the Doctor 1st encounters Gwen Cooper he asks her is she had relatives that lived in the area during Dickens time.

Okay, that clear things up quite a bit. I figured it might just be case of re-using actors, but her having the same name AND being in the same town AND involved with the rift made me second guess everything.

That's happened back in the day to the old M*A*S*H series. Colonel Potter, played by Harry Morgan, played the CO for the last 5 or so seasons replacing Col. Blake.... Harry Morgan actually appeared in one of the early seasons, probably the 3rd or 4th, as General Steele, who was a complete loon. I'm not quite sure why they couldn't have used Harry Morgan, other than he's freaking awesome, but it might have something to do with the Dragnet series which I think Morgan was playing in when he did his guest stint.
(edit) Harry Morgan played both the 4077th's second beloved C.O. (Col. Sherman T. Potter) and the mentally unstable Major Gen. Bartford Hamilton Steele in the show's third season, in the episode "The General Flipped at Dawn" from wikipedia.
Harry Morgan started in the fourth season....
i love that show if you can't tell, had so many guest appearances: Pat Morita, Patrick Swayze, Ron Howard.

Doctor Who does it again with Freema Agyeman, she appears as some office worker at the end of series 2, and shows up as Martha Jones in series 3. Unlike Gwen Copper though no reason is given.

Just finished up the Eccelston season. It was glorious. I've also watched the first episode of Tennant. I'm.... not sold on him yet. I guess I'll warm up to him over time, but he's just not as charming as Eccelston.

I've finished up Seasons 1-4, and the first two Specials, but Netflix doesn't have anything else available.
So, I've started watching a classic Who that's on netflix, a Tom Baker one called "City of Death." I've read that it's one of the best regarded stories. It's okay, a little slow in places, but I attribute that to standard late 70's television style more than anything. I'm surprised by how much The Doctor from 1979 is like the modern Doctors.
