Ok, so here's the problem I've got. After the storm, we had to replace a bunch of equipment. We replaced the router, all three switches, two network cards, and one entire computer. Everything is back up and running fine, except for the new computer.
Even though this new computer is on the network and can access files on the server fine, the speed at which it does so is horrendous. Loading up a case on our Funeral Account software should only take about 10 seconds or so, but it's taking this machine anywhere from 40-50 seconds.
Internet speed is fine, it's just the speed of traffic on the local network that's wrong. The PC's firewall is off, I've tried turning off MSE's real time scanning, and even tried using a brand new cable to the router and none of it helped.
Any suggestions?

Further info: Every computer on the network is showing 100mbps, whereas this computer only shows 10mbps

Hm... that sounds like a network card configuration.
Is the card capable of 100? some older ones arent.

Brand new machine, ordered online from HP a month ago. If it's a network card setting, I'm really going to be over my head. Networking terminology is a totally foreign language to me. X(

Tried setting the Speed&Duplex to 100mbps instead of auto, and it still only connects at 10. According to Realtek's stats, it's supposed to support 100mpbs. X(

Tried two different cables and a couple of different ports. No change.
I'm thinking I might have to give up and call a fropessional.
